Acceptance of Terms
By downloading, installing, registering for, or using the Visil App in any manner, you acknowledge that you have read these Terms in full, that you understand them, and that you consent to be bound by them.
If you are accessing or using the App on behalf of an organisation, you represent that you are authorised to bind that organisation to these Terms, and the term “you” shall include such organisation.
If you do not agree to any part of these Terms, you must immediately stop using the Platform and, if applicable, delete your account and uninstall the application.
Eligibility
To use Visil, you must meet the following eligibility requirements:
- You must be at least 18 years of age. If you are between 13 and 17 years of age, you may use the App only with the explicit, verifiable consent of a parent or legal guardian, who accepts full responsibility for your activity on the Platform.
- You must not be prohibited from using the Services under applicable laws of India or any other jurisdiction.
- Your account must not have been previously suspended or terminated by Citizens Truss Private Limited for violation of these Terms.
- You must be a natural person. Registration by bots, automated scripts, or fictitious entities is strictly prohibited.
- You must provide accurate and truthful registration information.
Your Account
To access most features of Visil, you must create an account using a valid mobile number. You agree to provide accurate, current, and complete information during registration and to update such information to keep it accurate.
- You are solely responsible for maintaining the confidentiality of your account credentials.
- You are responsible for all activity that occurs under your account, whether or not you authorised it.
- You must immediately notify us at admin@visil.in if you suspect any unauthorised access to your account.
- Do not share your OTP, password, or session tokens with any third party.
Each user may maintain only one active account. Creating multiple accounts to circumvent suspensions, evade bans, or manipulate platform activity is strictly prohibited and may result in permanent termination of all associated accounts.
You may delete your account at any time from within the App settings. Upon deletion, your personal data will be handled in accordance with our Privacy Policy. Some data may be retained for legal compliance purposes.
User Rights & Responsibilities
- To submit genuine civic complaints and grievances about public issues.
- To upload photos, videos, and supporting evidence related to valid complaints.
- To follow, support, and sign public petitions on matters of civic concern.
- To interact respectfully with other users and engage in public discourse.
- To report content you believe violates these Terms or is abusive or false.
- To request correction, export, or deletion of your personal data under applicable law.
- To appeal account suspensions by contacting our support team.
- You must use the Platform only for lawful civic engagement purposes.
- You must ensure the accuracy and good-faith basis of all complaints you submit.
- You must not impersonate any government official, authority, public figure, or another user.
- You must respect the privacy, dignity, and rights of other users and third parties.
- You must comply with all applicable Indian laws, including the Information Technology Act, 2000, and the Indian Penal Code.
- You must not use the Platform to harass, defame, or threaten any individual or organisation.
Prohibited Activities
The following activities are strictly prohibited on the Visil Platform. Violation may result in immediate account suspension or termination and may be reported to law enforcement:
Complaint & Petition Policy
Visil is designed as a genuine civic tool. All complaints and petitions submitted through the Platform must adhere to the following standards:
- Complaints must relate to real, verifiable public issues (infrastructure, civic services, safety, environment, etc.).
- Evidence submitted (photos, videos, location) must accurately represent the issue being reported.
- Descriptions must be factual and made in good faith.
- You must have a genuine connection to or knowledge of the issue you are reporting.
- Road conditions, potholes, and infrastructure damage
- Water supply, drainage, and sanitation issues
- Encroachments on public property or land
- Public safety hazards and environmental concerns
- Electricity and utility service issues
- Corruption and service delivery failures by public officials (with evidence)
- Any other genuine civic or public interest matter
- Petitions must represent a public cause with identifiable civic benefit.
- Petition creators are responsible for the accuracy of all claims made in their petitions.
- Coordinated manipulation of petition signatures is prohibited.
Fake Complaint Restrictions
The submission of false, misleading, or fabricated complaints is a serious violation of these Terms. Citizens Truss Private Limited takes a zero-tolerance approach to fake complaints given the potential harm to public trust, government resources, and named individuals.
- Complaints based on fabricated or staged evidence
- Deliberately false allegations against a specific individual, business, or authority
- Complaints filed to harass, defame, or damage the reputation of a person
- Duplicate complaints filed repeatedly for the same resolved issue
- Complaints submitted by organised groups to artificially elevate an issue
- Complaints containing edited, manipulated, or AI-generated false imagery
- Immediate removal of the complaint from the Platform
- Formal warning and temporary account restriction
- Permanent account suspension for repeated violations
- Reporting to relevant law enforcement authorities where applicable
- Civil or legal action at the discretion of Citizens Truss Private Limited or affected parties
Content Moderation
Citizens Truss Private Limited maintains a moderation system to ensure the Platform remains a safe, credible, and constructive civic space. Moderation may be performed by automated systems, trained moderators, or a combination of both.
- Content Removal: Posts, comments, or media that violate these Terms may be removed without prior notice.
- Content Flagging: Flagged content may be hidden from public view pending review.
- Account Warning: Users in violation receive a formal warning.
- Feature Restriction: Posting, commenting, or uploading privileges may be temporarily restricted.
- Account Suspension: Temporary deactivation of access (1–90 days depending on severity).
- Permanent Ban: Irreversible termination of the account and all associated content.
Users may report content that they believe violates these Terms by using the in-app “Report” button. False or malicious reports are themselves a violation of these Terms. Our moderation team reviews all reports and makes final decisions at our sole discretion.
Users who believe their content was incorrectly removed or their account incorrectly suspended may appeal by emailing admin@visil.in with their registered mobile number, the content in question, and grounds for appeal. We aim to respond to appeals within 14 working days. Our moderation decisions are final.
Government Authority Disclaimer
Government departments and authorities may be listed on the Platform as points of civic contact for informational and routing purposes. Their inclusion does not imply partnership, endorsement, or any obligation on their part to respond to or act upon complaints.
- We do not guarantee that complaints submitted via Visil will be reviewed, acknowledged, or acted upon by any government authority.
- We do not guarantee any specific response time from any department or authority.
- Contact details for government departments are published in good faith from public sources and may change. We are not responsible for outdated or incorrect information.
- Any response or inaction by government authorities is entirely at their discretion and does not involve Citizens Truss Private Limited.
- Visil is a civic facilitator — it creates a channel for civic voice, not a guarantee of government action.
Intellectual Property
All content, features, and functionality of the Visil Platform — including but not limited to the name “Visil,” the app design, logo, graphics, user interface, software code, algorithms, trademarks, and all associated intellectual property — are the exclusive property of Citizens Truss Private Limited and are protected by applicable Indian and international intellectual property laws.
You are granted a limited, non-exclusive, non-transferable, revocable licence to use the App for personal, non-commercial civic purposes strictly in accordance with these Terms. No other rights are granted.
- You may not copy, modify, distribute, sell, reverse engineer, or create derivative works from any part of the Platform.
- You may not remove or alter any copyright, trademark, or other proprietary notices.
- You may not use the Visil name, logo, or branding without our prior written consent.
- Scraping or systematic extraction of content from the Platform is prohibited.
If you believe content on the Platform infringes your copyright or trademark, please contact us immediately at admin@visil.in with details of the infringement. We will investigate and take appropriate action under the Information Technology Act, 2000.
User Content Licence
By posting, uploading, or submitting content on Visil (“User Content”), you grant Citizens Truss Private Limited a worldwide, non-exclusive, royalty-free, sublicensable licence to use, reproduce, store, adapt, distribute, and display that content for the purposes of operating, promoting, and improving the Visil civic platform.
This licence is limited to the civic purposes of the Platform. We will not sell your User Content or use it for commercial advertising.
You represent and warrant that:
- You own or have the necessary rights to all User Content you submit.
- Your User Content does not infringe the intellectual property rights, privacy rights, or any other rights of third parties.
- Your User Content does not violate any applicable law.
- You have obtained consent from any identifiable individuals appearing in your media files.
You retain ownership of your User Content. You may delete your content at any time, subject to retention obligations described in our Privacy Policy.
Privacy
Your privacy is important to us. Our collection, use, and protection of your personal data is governed by our Privacy Policy, which is incorporated into these Terms by reference.
By using the Platform, you consent to the data practices described in the Privacy Policy, including the collection of location data, uploaded media, and device information as required for civic complaint processing.
You acknowledge that complaints you publish — including attached media and location — may be visible to other users and shared with government departments as part of the App’s core civic function.
Children & Minors
Visil is intended for users aged 18 years and above. Users between 13 and 17 years may use the App only with the explicit consent of a parent or legal guardian. The consenting parent or guardian:
- Accepts full responsibility for the minor’s compliance with these Terms.
- Consents to the collection and processing of the minor’s data as described in the Privacy Policy.
- Acknowledges that public content posted by the minor may be visible to other users.
Children under 13 are strictly prohibited from using Visil under any circumstances. If we learn that a child under 13 has created an account without parental consent, we will immediately delete the account and all associated data.
Account Suspension & Termination
Citizens Truss Private Limited reserves the right to suspend or permanently terminate your account, with or without notice, if:
- You violate any provision of these Terms
- You submit fake, malicious, or defamatory complaints
- You engage in prohibited activities listed in Section 5
- You create multiple accounts to evade sanctions
- Your conduct creates legal risk or reputational harm to the Company
- We are required to do so by applicable law or legal authority
- Your account is inactive for more than 24 consecutive months
- Warning: Formal notice of violation; no access restriction.
- Temporary Suspension (1–30 days): Account access restricted for minor violations.
- Extended Suspension (30–90 days): For repeated or serious violations.
- Permanent Ban: Irreversible for severe or repeated violations; banned users may not create new accounts.
You may terminate your account at any time through the App settings or by contacting admin@visil.in. Termination does not automatically entitle you to a refund of any fees paid (if applicable in future).
Upon termination, your access to the Platform ceases immediately. Your public complaints and content may remain visible unless you specifically request deletion. Data retention continues as described in our Privacy Policy.
Disclaimers & Limitation of Liability
The Visil Platform is provided “AS IS” and “AS AVAILABLE” without warranties of any kind, express or implied. We do not warrant that the App will be uninterrupted, error-free, secure, or free of viruses or bugs.
We make no warranty that:
- Any complaint submitted will result in government action
- Government authorities will respond within any specific timeframe
- Civic issues reported will be resolved by relevant departments
- Information about government contacts or departments is current or accurate
To the maximum extent permitted by applicable Indian law, Citizens Truss Private Limited, its directors, employees, and affiliates shall not be liable for any:
- Indirect, incidental, consequential, or punitive damages
- Loss of data, revenue, profit, goodwill, or opportunity
- Damages arising from government inaction on complaints
- Damages arising from User Content posted by other users
- Interruption, suspension, or unavailability of the Platform
Our total aggregate liability for any claim shall not exceed the amount paid by you (if any) to use the Platform in the 12 months preceding the event giving rise to the claim, or ₹5,000 (Indian Rupees Five Thousand), whichever is lower.
Indemnification
You agree to defend, indemnify, and hold harmless Citizens Truss Private Limited, its officers, directors, employees, agents, and affiliates from and against any claims, liabilities, damages, losses, costs, and expenses (including reasonable legal fees) arising out of or in connection with:
- Your use of the Platform or violation of these Terms
- User Content you submit, post, or share
- Your violation of any applicable law or the rights of any third party
- False, defamatory, or misleading complaints filed by you
- Any claim that your User Content infringes intellectual property or other rights of a third party
We reserve the right to assume exclusive defence and control of any matter subject to indemnification by you, and you agree to cooperate with our defence of such claims.
Third-Party Services
The Platform integrates with third-party services including Google Maps, Firebase, and cloud hosting providers. These services are subject to their own terms and privacy policies, which are independent of Citizens Truss Private Limited.
The Platform may contain links to third-party websites, government portals, or external resources. These links are provided for informational convenience only. We do not endorse, control, or assume responsibility for any third-party content, services, or websites.
Your use of third-party services accessed through or integrated with Visil is at your own risk. We are not liable for any issues arising from third-party services.
Dispute Resolution
In the event of any dispute, claim, or controversy between you and Citizens Truss Private Limited arising out of or relating to these Terms or your use of the Platform, the parties shall first attempt to resolve the dispute amicably through good-faith negotiation.
If the dispute cannot be resolved informally within 30 days of notice, either party may submit the matter to arbitration in accordance with the Arbitration and Conciliation Act, 1996 of India. The seat of arbitration shall be Chennai, Tamil Nadu, India. The language of arbitration shall be English. The arbitrator’s decision shall be final and binding.
Nothing in this clause prevents either party from seeking urgent injunctive or equitable relief from a competent court.
Governing Law & Jurisdiction
These Terms and any dispute or claim arising out of or in connection with them (including non-contractual disputes) shall be governed by and construed in accordance with the laws of the Republic of India, without regard to its conflict of law provisions.
Subject to the arbitration clause above, the courts of Chennai, Tamil Nadu, India shall have exclusive jurisdiction over any dispute arising under or in relation to these Terms or the Platform.
If you are using the Platform from outside India, you do so voluntarily and are responsible for compliance with local laws applicable to you. We make no representation that the Platform complies with laws of any jurisdiction other than India.
Amendments to Terms
Citizens Truss Private Limited reserves the right to modify, amend, or update these Terms at any time. When we make changes:
- The “Last Updated” date at the top of this document will be revised.
- For material changes, we will notify users via an in-app notification, banner, or push notification at least 7 days before changes take effect.
- For minor, non-material changes, we may update the Terms without specific advance notice.
Your continued use of the Platform following the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not agree to the revised Terms, you must discontinue use of the Platform and delete your account.
We encourage you to review these Terms periodically. The current version is always available within the App and on our website.
